I am assuming this phone is the one released in 2012. If that is the case, this phone was loaded with Android 4.0.4, which has quite a few security vulnerabilities. There is no official rom that I can find that you can reflash.
I backup your data first, then try a factory reset via recovery to see if the malware really did violate your system files. If it did, time to get a new phone. If not, download anti virus ASAP.
To get to recovery:
At first switch off your phone.
Then press and hold the Volume Up + Power at the same time for a few seconds.
Release held keys when you see Recovery Mode.
Then press the Volume Down to select option "Wipe Data/Factory Reset", and press Power button to confirm.
If it does not go into Recovery Mode, Use Volume Down instead of Volume Up on the second step.

This sounds like Malware, Adroid as very few actual viruses that harms the phone "DroidDream virus" That message was probably so you call a fake tech repair shop...etc. I would look through the SD card on through a File Manager, and Files that are saved in phone memory, or a PC and make sure all the files are *Yours* and delete any unknown Misnamed files, then restart the phone.
- Did you try a hard reset by holding the power button for 5 to 15 seconds until screen flashes?
