Laptop won't always turn on.

The laptop will only turn on after I unplug the battery, plug it back in, and then attach ac power. It works fine no matter what when the battery remains unplugged. I already replaced the battery to no avail and I'm in the middle of a full wipe of the ssd (I'm not using the built in recovery. ) Any help would be greatly appreciated, perhaps its hardware based...idk
