Why can't I make calls with my AT&T unlocked tablet?

I am using the SM-P907A tablet but I managed to send some text messages using a custom developed app (in debug mode). I tried to create an app to make phone calls too but it was not working.

Efforts to use apps from the Google Play store were futile.
