Iron continuously discharging steam

This is a reservoir steam iron. Heats up and works perfectly well except that it discharges steam continuously.

Managed to open it up in the hope that this would be a simple broken lever on the steam button - but cannot work out how the steam function is switched on.

Not an electronically minded person at all. Any help appreciated as don't want to throw this out. Thanks.
