Why can't I make phone calls but can receive them?

Hope someone can help. I'm having trouble making phone calls from my tablet.

I can receive calls and also send and receive text messages, but it's not letting me make calls?

I've been through the settings menu but just don't know what the problem is.

What am I doing wrong?
