Half screen touch doesn't work and picture is washed out

My son's iPad mini 2 was working fine until a trip to the beach. I can not get an honest answer as to whether he dropped it or got it wet. But it was probably one or the other. Now his touch screen only works on the top half. So to use it, he has to continuously rotate the screen so where he wants to touch is on that half. It does work this way. Also, the screen now has a very washed out look to it. Everything can be seen but just real pale looking. I am pretty handy at following directions. Doe's anyone have any idea what I need to do? We had just replaced his old mini (that was out of warranty) about 3 months earlier. So this one has no warranty on it.
