apple logo for 5 seconds then black screen

I have a iPhone 5s that had water damage to it. I did all the procedures with alcohol i soaked it and lightly brushed it. I even put eye contact cleaner onto the logic board. everything in the iPhone 5s works because i tested the other parts with a different logic board. So my problem is that it doesn't turn on unless i plug it in. But when I plug it in the apple logo appears for about 5 seconds then goes to a black back lit screen. The phone is recognized in iTunes with a serial number. Itunes then asks me to restore the iPhone which I do, so it extracts the new OS and then it gives me an error code 3194. I have already tried re alcohol washing the board but no residue has come out.

Is this a software issue because i hope so. please help thank you
