So I acquired a 5s that was dropped in the water for a short amount of time. Screen still works but touch doesn't seem to work. I've tried different screens. I've tried unplugging the battery, and regular hard reset. Any suggestions or is it just toast.

If it is dropped in water, you might want to try soaking the phone into a packet of rice overnight, if it dosen't work, try soaking for up to 3 days. If same problem, go get it checked.

Rice doesn't work. The water has to evaporate to remove any shorts and rice doesn't absorb water that it's not in contact with. So setting it on the counter is just as good. (or bad). The longer the water sits on the board the more it corrodes. Also, once the phone is wet, usually it has already shorted something out. I really wish rice worked though.

try surgical spirit clean the connectors on the board.
for the lcd and touch.
use a tooth brush.
too clean it off with the surgical spirit
check if theres any signs of liquid

Some component on the board probably got damaged during the water contact. You wouldn't be able to see it with the naked eye.
