When I unplug my charger it says its still charging.

So I have been working on a couple of iPhone's the last few weeks so I decided to fix up one my friend gave me. It was working fine other than the screen and the battery which were replaced without any problem. Problems soon came after I decided to restore it to get rid of his information. I got the infamous -1 error "baseband." The phone was picking up service before I got this so it must of been a flashing problem while updating. I was wondering if anyone could help me with this! I should also mention in here when its plugged in it shows its not charger anymore and when its disconnected it shows it is. It was working before the update.
