Why won't my car turn over?

My 1995 Honda Accord makes noise like it's going to start but it just won't turn over.

What actually happens when you turn the key. Does it just make a clicking sound, or something else?

Well in this case it sounds like the car is cranking but isn't getting one of two things fuel or spark. Check for spark at the spark plug. And on this Honda you can remove the bolt that feeds fuel onto the fuel rail to see if there's fuel.
