Evaporator Motor will not spin

The evap motor on my fridge will not spin. Ran the Diagnostics and stage 3 (Evap Motor) and 7 (BiMetal) both come up with a failure. I went out and bought a new kit and replaced it and getting no where. We checked the voltage and the board its providing 11 to that the motor so it should be working but neither the old or new spin. The voltage from the board looks good all around. It currently beeps every 4 minutes and the door open light flashes continuously regardless if the door is open or closed.

Everything else works, condenser, etc just need to get this motor spinning but having no luck.

Any help or direction on where to look would be greatly appreciated.
