my ipod touch wont let me open the app store any apps it also wont let me update my ios and it wont let me change my date and time settings at all.(it is currently stuck in the early 1900's also wont let me back anything up to the icloud please help me!!!!

Sounds like you need to hard reset and update on iTunes when done
First take switch on top turn on,off,on
Press and hold menu and home buttons for aprox. 10 seconds Apple logo will come on shut down and restart
It should be reset at this time
Log into iTunes and factory reset there as well if it will let you
If not get all drivers and programs for operation and you should be good to go
