My iphone 4 wont charge when its turned on but it charges when its off. its not my charger because I just got a new charger I cant take it to get replaced because Its a school phone what are some home ways I can fix this? also my sound goes out sometimes and don't come back of for sometimes weeks at a time how can this be fixed again at home? please answer asap

Hello brook, at first you should change the battery and the connecting port. Both hardware cost around 10$ together and are easy to change. If you have bad luck, the U2 IC chip (controls the charging) is faulty. To replace this chip is not easy and you need some equipment like and reflow station, solder and desolder.
