What if the screen is smashed and the screen is black

the screen is smashed a lot and a black liquid started covering the screen after it was broken and it has already been covered by the liquid i can not tell if it still charges but it probably does because when it first broke it still worked perfectly there was just a bunch of black liquid on it. the phone is not leaking but i cant use it i looked at all directions to fix it and I'm not sure if the liquid means it cant be fixed or anything i just want it fixed. it broke in july 2014.
