WiFi & Bluetooth Stopped working after a year, how to fix?

I have used this phone for over a year and suddenly the WiFi & Bluetooth do not turn on or connect with the signals. The WiFi & Bluetooth worked fine but cannot connect now.

Is this simply planned obsolescence?

I am hoping to find a fix or workaround. I have read about inserting a plastic shim under the MoBo fixing this sort of problem on the Atrix -- could that be a valid fix?
