Activation problem, have right simcard in it..?

Hey, I have tryed to start an iphone 4s now for some hours, it is locked to telia/halebop sweden.

And tryed both thoes sim cards and it says it isent right while activating it...

but I get's 3-5 bars in the left corner not the wifi bars the network bars...

Alsow tryed other simcards but it isent working it's locked to telia/halebop.

Tryed calling 112 thing, tryed re do it in itunes not any diffrent..

Alsow tryed to start it with redsnow with iswp 6.0.1 but it only tells me it dont work..
