I asked this question from ifixit customer services and here is their reply:
" The iPhone 4 Battery we sell is made to the same specifications as an Apple OEM part, but cannot be classified as 'OEM' because they are not made by Apple. Apple doesn't like to sell their OEM parts to anyone, so they are extremely hard to find. Our parts are brand new, fully tested, and made to the same quality as Apple OEM parts. They also come with a 6-month warranty."

iFixit lists this part as OEM "original equipment manufacturer". So yes, they are the genuine batteries Apple sells.

In addition to other intellectual property rights Apple owns throughout the world in its products and services, Apple owns a wide range of trademark rights in its APPLE, IPHONE, IPAD and marks.
Apple has the exclusive right to use these marks, to permit its authorized licensees and resellers to use them, and also to stop others from using them without its authority.
Apple does not license any third parties who are not part of Apple’s network of authorized manufacturers to produce batteries for iPhone. Furthermore, Apple does not sell replacement batteries for iPhone on the open market, and only makes legitimate replacement batteries for iPhone available to a very limited number of companies who have received specialist training in the repair of these devices and who are explicitly authorized to repair and service them. We have confirmed that the batteries that you were selling were not produced or authorized by Apple even though they were being sold as genuine and/or contain Apple marks, in violation of Apple’s trademark rights.
Apple takes the sale of counterfeit products and infringement of its marks very seriously and will take action to prevent its customers from being potentially confused or misled into purchasing a product in the mistaken belief that it is a genuine Apple product or product authorized by Apple, when it is not. This is particularly true in the context of counterfeit replacement batteries for iPhone as these products are likely to be unfit for purpose and will pose significant safety risks to consumers and their devices.
Please immediately cease all sales of these replacement iPhone batteries. We also ask that you please provide us with complete contact information for the source(s) of these batteries that you have offered for sale.

Just get it done at a apple store as I did today. It’s £25 with a 90 day warranty and your phone is still waterproof, and it’s a genuine battery.
I have had so much trouble with “genuine” and oem quality apple batteries in the past. Not worth wasting the money

your phone can still be water resistant, though no phone is ever waterproof. you just need to buy a new adhesive seal
No, the batteries sold by iFixit are not genuine. Most batteries claiming to be genuine will not be so. Apple want you to have repair done by them for £50, so don’t sell on their OEM batteries. I think iFixit is probably the most reliable, and will be purchasing a battery from them as soon as they are back in stock.

I don’t know if Saar B actually speaks for Apple, but I understand their concern, especially batteries. (Remember all the Samsung phone fires a few years ago? Cheap batteries from the source!)
That said I believe in iFixits platform of “right to repair”. Apple’s price to replace a battery is not bad, but since last year some time there was no way to have them replace my battery (Covid restrictions and all), and I live where my phone is my lifeline (Covid issues again).
So a couple of weeks ago I bought the iFixit battery kit and replaced the battery . It didn’t go quite as easily as the written or videos make out, but it was ok.
But now I have a new problem, which is why I am here. My phones battery worked great for a couple of weeks: good life and appropriate charge times. UNTIL updating the iPhone to OS 14.4 yesterday, now the battery loses charge pretty fast.
Any one else have this issue?
