Unable to get to system settings

I've seen the already asked question, but i dont receive an error code. Just a blank screen. Im really confused and i've searched high and low and even in the operations guide. I really Want some help because of the new Pokemon game coming out and i cant connect to my internet, limiting my gameplay. Someone please help answer my question!
