I followed the iFixit steps to replace the HD on my PowerBook G4. The new HD is working (hooray!) and I have reinstalled the OS (10.4). Everything seems to be working except the trackpad.
If I backtrack on the HD installation which Step (of the 22 steps) should I look back at? It's not clear which step(s) might have bothered with the functioning of the trackpad.

The point at which you may have disturbed the trackpad is in step 12, where the trackpad ribbon cable is disconnected. The first thing to try would be opening the upper case back up and double-checking this connection. If it is plugged in, try cleaning the contacts on the cable and the logic board, and examine the cable and connector for any damage.
