Cannot turn it on

Testo:

It was working perfectly but needed to be charged, charged overnight, LED on charging cable on.  Next day opened and pressed power button and only display was black screen with large white empty battery icon in the center.  Does it need to have its battery replaced?  If that is not the problem, what is?
