That is a symptom of the battery going bad on the iPad. You'll need to get the battery replaced. Might not be worth it as the iPad no longer gets iOS software updates.
Generally for a battery replacement if done yourself it's recommended to get a replacement digitiser in advance as it's very easy to crack it when you need to open it for a battery replacement.
The last version was 9.3.5. The latest one right now is iOS 12.1.2 which is what the iPad Air and newer iPad's support.
