Why would it be struggling to turn over?

When I go to start it it acts like it doesn't want to turn over. I tested the battery and it's good. It's a new battery (interstate). I unhooked the battery to check and see if it was my alternator and the car stayed running so that's good. What else would make it do that. It was the coldest it's been all winter today and today is When It started doing this
