@mizart2u , Steve W, ensure you installed the correct bulbs for the fixture if indeed T8 fixture, T8 bulbs should be used. Make sure the bulbs had no protective end covers/plastic on them and are inserted properly. Check for power at the fixture with DVOM or non contact electrical tester, if no power switch or breaker could be bad. If you have power, correct bulbs and properly installed, either there is a bad connection to/from ballast or ballast is bad. Link below may help. Good luck.
