Why won't it turn on?

Same problem was fixed under warranty then failed again just out of repair warranty. Email to the repair service was not answered. The led on the power button blinks briefly but nothing else happens. Yes, the batteries are at 1.6 V. each, contacts for batteries have been cleaned.
