You are fortunate that the tear is further away from the actual button. Usually, the flex tears close to the button. In theory, if you could re-establish the connections that were severed . In reality, there are 6-8 connections on a flexible mylar strip only a few millimeters wide.
 
This would be a super challenging, near impossible task for a very experienced micro-solderer. This is clearly not a DITDIY repair.

You could try to source a broken 5S for cheap and use its button. You would not have Touch ID but you would have a genuine button and that may solve your battery drain problem.
