phone froze. won't complete reboot at restart

Testo:

LG nexus 5 froze.  powered it down and tried to restart.  wouldn't complete reboot process.  LG electronics wants $356 to fix it, but didn't tell me what the problem and repair is.  can I fix my own phone with a new motherboard?
