Try cleaning them with 99% isopropyl and a fine toothbrush to ensure no impurities are causing a poor connection . If not then the LCD itself may be damaged and you have yourself a faulty screen .

As for it not happening on startup im not 100% sure but i have seen this before and think it may be caused depending on which colors need to be displayed on certain parts of the lcd that may be damaged .

Or could be caused by bad digitizer and the touch / Digitizer driver isn't loaded until you reach the main lock screen which then causes this issue .
