To piggy back on Jeffery Fox...I had similar issues and called my provider after trying sites like speedtest.net and found my connection was not up to snuff. Then we logged into my wireless router and discovered that a number of my channels were overused by other wireless systems nearby so we tested a few and tried the speed test repeatedly to pick what worked best. Occasionally, I have found a reset of the wireless modem helps refresh things to. Your mileage my vary...
