I finally figured it out (with help) after many clicks and playing around with it.  I was starting to assume that it was typo or something on the packaging but the two settings actually exist.

You 1) turn it on 2) gently hold in the power (without it clicking).  You hold it in about half-way.  It's tricky because both settings are close and hard to tell the difference, but the lo-power is there.
