Cleaning the part will almost always fix any issues but replacement might be necessary. The wheel casing has a tendency to pick up debris. Use an iFixit opening tool to pry the swivel wheel out by getting one side up and moving on to the other side.
It is recommended that the inside of the wheel casing be cleaned before replacement.
